History of the Alaska Rural Justice and Law Enforcement CommissionThe Alaska Rural Justice and Law Enforcement Commission welcomes public testimony on tribal justice initiatives that address domestic violence, child protection, alcohol interdiction, juvenile justice, and law enforcement. Hearings are scheduled to take advantage of conferences and gatherings of rural Alaskans and included opportunities for both invited and walk-in (or call-in) testimony. For a schedule of hearings throughout the state that have already occurred and that will take place in the future please see our Calendar of Events page. The Commission encourages the public to attend these hearings. Invited Witnesses and members of the public are asked to think about what works best in their community or region and to come prepared to focus on those initiatives or systems that are making a difference in Rural Alaska. Those who testify should consider suggestions for improving the delivery of vital law enforcement and justice services in their community, particularly as these services relate to child protection, domestic violence, juvenile justice, law enforcement, and alcohol interdiction. The Commission will conduct hearings throughout Alaska through mid- April 2005. Time limits our ability to take oral testimony from everyone who may wish to testify. Because of these limits, the Commission invites those interested in providing information to do so in writing. Written testimony should be provided to the Commission prior to April 15, 2005 electronically using our Contact Page or by mail to the Alaska Rural Justice and Law Enforcement Commission in care of the Alaska Native Justice Center, 3600 San Jeronimo Drive, Suite 264, Anchorage, Alaska 99508. The Commission's goal is to provide a written report to Congress and the Alaska State Legislature by the end of June 2005. Commission Areas of Focus The Federal charge to the Commission is to review federal, state, local and tribal jurisdiction over civil and criminal matters in Alaska – but outside the Municipality of Anchorage, the Fairbanks North Star Borough, the Kenai Peninsula Borough, the Matanuska-Susitna Borough, the City and Borough of Juneau, the Sitka Borough and the Ketchikan Gateway Borough. The Commission is specifically responsible for providing recommendations concerning four areas outlined below. In each of these areas the Commission has established work groups, identified key areas to address and has tapped experts from around the country to ensure that all potential recommendations are considered. The four key areas are: 1) Law Enforcement: Creating a unified law enforcement system, court system, and system of local laws or ordinances for Alaska Native villages and communities of varying sizes, including the possibility of first-, second-, and third-class villages with different powers; 2) Judicial System: Meeting the law enforcement and judicial personnel needs in rural Alaska, including the possible use of cross deputization in a way that maximizes the existing resources of federal, state, local, and tribal governments; 3) Alcohol Sale and Importation: Addressing the need to regulate alcoholic beverages, including the prohibition of the sale, importation, use, or possession of alcoholic beverages, and to provide restorative justice for persons who violate such laws including treatment, and; 4) Domestic Violence and Child Abuse: Addressing the problems of domestic violence and child abuse, including treatment options and restorative justice.
